fa برداشت نوین از عدم تمرکز و جایگاه آن در قوانین برنامه توسعه و پیشرفت؛ گذار از مفهوم جغرافیایی با تأکید بر قانون احکام دائمی برنامه‌های توسعه تخصصي Special پژوهشي Research <span style="font-size:11pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span b="" lang="FA" mitra="" style="font-family:">همسو با اقتضائات برآمده از حکمرانی جدید و ضرورت استفاده از روش های نوین در فرآیندهای اداره عمومی، مفهوم عدم تمرکز با بهره گیری از انعطاف پارادایمی، به سمت تأکید بر بکارگیری نهادهای تنظیم گر تخصصی پیش می رود، نهادهایی که به تدریج از مفهوم دولتیِ اولیه فاصله می گیرند. اداره عمومی در ایران نیز مستثنی از این امر نیست و قوانین برنامه توسعه و پیشرفت می توانند زمینه ساز تحقق این مفهوم در کشور باشند. هدف پژوهش دست یابی به راهکارهایی جهت حرکت به سوی عدم تمرکز نوین در افق توسعه ایران از رهگذر قوانین برنامه توسعه می باشد. یافته های پژوهش حاکی از آن است که اولاً: عدم تمرکز جدید، تا اندازه زیادی، مفهومی در هم تنیده با تاسیس نهادهای تنظیم گر است؛ ثانیاً: این نهادها بایستی از دو خصلت استقلال عمل نهادی و مشارکت مؤثر جامعه مدنی بهره مند باشند؛ ثالثاً: این دو خصلت، اثری متقابل و هم افزا دارند؛ رابعاً: نهادهای تنظیم گر مصرح در قوانین توسعه مورد بررسی، فاقد دو خصلت مذکور می باشند. نتیجتا تحقق عدم تمرکز در اداره عمومی کشور، مستلزم ایجاد نهادهای تنظیم گر مستقل در قوانین برنامه توسعه و پیشرفت است، که زمینه های لازم جهت مشارکت مؤثر جامعه مدنی در آن ها مورد نظر قرار گرفته باشد.</span></span></span></span></span><br> &nbsp; <span style="font-size:12pt"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span style="font-size:10.0pt">In line with the requirements of new governance and the necessity of using new methods in public administration processes, the concept of decentralization, by utilizing paradigmatic flexibility, is moving towards emphasizing the use of specialized regulatory institutions, institutions that are gradually distancing themselves from the original governmental concept. Public administration in Iran is no exception to this, and the laws of the development and progress program can pave the way for the realization of this concept in the country. The aim of the research is to find solutions to move towards a new decentralization in the development process of Iran through the laws of the development program. The research findings indicate that first: the new decentralization is, to a large extent, a concept intertwined with the establishment of regulatory institutions; second: these institutions must benefit from the two characteristics of institutional independence and effective participation of civil society; third: these two characteristics have a reciprocal and synergistic effect; Fourth: The regulatory institutions specified in the development laws under review lack the two aforementioned characteristics.
