The present paper, featuring a descriptive approach, allows feasibility of the entry of NGOs into the administrative proceeding and considers the capacities of this area. NGOs, considering their aimed public interest in the form of complainant or intervenor can initiate or continue the administrative lawsuit until the outcome is reached and thereby help the judiciary to create a balance between the public interests and individual rights. They can also provide court information and rules governing the lawsuit as court assistant on the lawsuits and provide a comprehensive picture of the subject under investigation to promote the integrity and quality of judicial decisions.
