fa الگو‌های سه‌گانه نظارت در حقوق اداری؛ با ارائه الگوی جدید نظارت مردمی Three Models of Supervision in Administrative Law; By Presenting a New Model of Public Supervision تخصصي Special پژوهشي Research یکی از مهم‌ترین اقداماتی که برای سلامت هر حکومتی باید به درستی انجام گیرد، نظارت بر آن از طرق متفاوت و به شیوه‌های لازم است. هرچند نظارت بر حکومت در طول تاریخ همواره مورد توجه بوده است، لکن در برخی از دوره‌های تاریخی اهمیت بیشتری داشته و مورد توجه اندیشمندان بیشتری قرار گرفته است. تمامی انواع نظارت‌هایی که در طول تاریخ صورت گرفته‌اند، دارای مبانی و اهداف خود بوده و به شیوه‌های خاص خود انجام می‌شده‌اند که مطالعه آن‌ها می‌تواند مزایای زیادی برای امر نظارت در دوران کنونی به دنبال داشته باشد. در این مقاله که به صورت تحلیلی- کاربردی نوشته شده است؛ در ابتدا سه نظریه و الگوی اصلی در حوزه نظارت بر دولت -نظریه چراغ قرمز، چراغ سبز و چراغ کهربایی (زرد)- که توسط دو حقوقدان شناخته‌شده با نام‌های کارول هارلو و ریچارد رالینگز به این صورت دسته‌بندی شده و مورد استناد سایر حقوقدانان قرار گرفته‌اند، از جهت مبانی، اهداف و شیوه‌های انجام نظارت، مورد بررسی قرار گرفته است. در نهایت نیز الگوی جدیدی از نظارت علاوه بر الگو‌های سه‌گانه نظارتی مذکور ارائه گردیده است. این الگو، که با محور مردم شکل گرفته است، پس از تبیین مبانی، اهداف و شیوه‌های اجرای آن، با عنوان الگوی نظارتی «چراغ سفید» نام‌گذاری شده است.   One of the most important measures that must be done properly for the health of any government is to control it in different ways. Although the supervision of the government has always been considered throughout history, it has been more important and has been the focus of more thinkers in some historical periods. All types of surveillance that have taken place throughout history have had their own bases and goals and have been carried out in their own ways, the study of which can be of great benefit to follow the supervision in the present era. In this article, which is written in an analytical-applied way, at first, three main theories and models in the field of government supervision - the theory of red light, green light and amber light (yellow) - which were developed by two lawyers Known by the names of Carol Harlow and Richard Rawlings has been studied. These theories are classified in this way and cited by other jurists, in terms of the foundations, objectives and methods of supervision. In the end, a new model of supervision has been presented in addition to the mentioned triple supervision models.
