fa چالش رویکرد و سطح تحلیل در طرح‌های مبارزه با فساد اداری در ایران تخصصي Special پژوهشي Research <p><span style="font-size:11pt">طرح جامع پیشگیری از فساد اداری و مبارزه با آن، مستلزم مبنا قرار دادن تعریف جامع (و مانع) از فساد اداری است. فساد اداری را می‌توان فساد نظام اداری کشور دانست که مجموعه‌ای است از سازمان‌های اداری. فساد اداری، پدیده‌ای است پیچیده، چند بعدی و چند سطحی. در حالی که، در ادبیات فساد اداری در ایران، و به تبع، در طرح‌ها و قانون‌های پیشگیری از، و مبارزه با فساد، فساد اداری پدیده‌ای فرد ـ محور، نه سیستم ـ محور تلقی شده است؛ و رویکرد اصلی، رفتاری (آن هم به طور ناقص) بوده است - نه جامع (ساختاری، رفتاری، محیطی).</span><br> <span style="font-size:11pt">مقاله پیش رو با تبیین بایستگی نظری تئوریک جامعیت تعریف فساد اداری، و بر این مبنا، سنجش تعاریف موجود در مهم‌ترین اسناد قانونی مبارزه با فساد در ایران، و با روشن‌سازی نقص اساسی وضعیت موجود در مقایسه با وضعیت بایسته، برای رفع این نقص اساسی پیشنهادهایی ارائه داده است.</span><br> &nbsp;</p> <span style="font-size:10pt"><span style="line-height:normal"><span new="" roman="" style="font-family:" times=""><span style="font-size:11.0pt">In the comprehensive Plan for Prevention and fighting against administrative corruption, comprehensive definition of administrative corruption must be foundation of the plan. We can say administrative corruption is the corruption of administrative system. Administrative organizations are subsystems of administrative system of the country.</span></span></span></span><br> <span style="font-size:10pt"><span style="line-height:normal"><span new="" roman="" style="font-family:" times=""><span style="font-size:11.0pt">Administrative corruption is a complex, multidimensional phenomenon&nbsp; &nbsp;and has several levels. Nevertheless, the basic description in plans and statutes for prevention and fighting against administrative corruption in Iran, is individual &ndash; oriented and the principal approach is behavioral - on the level of person and not completely. The approach is not&nbsp;&nbsp; system &ndash; oriented and is not on the interaction between structural &ndash; behavioral &ndash;environmental dimensions.</span></span></span></span><br> <span style="font-size:10pt"><span style="line-height:normal"><span new="" roman="" style="font-family:" times=""><span style="font-size:11.0pt">This paper, based on the theoretical necessity of&nbsp; comprehensive definition for administrative corruption, analyzed and evaluated the definition of most important statutes and statutory rules of fighting against administrative corruption. The result is that this&nbsp; definition&nbsp; are not comprehensive.
