fa چالش‌های حدود صلاحیت فرمانداران، بخشداران و دهیاران در ایران تخصصي Special پژوهشي Research <span style="font-size:11pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span b="" lang="AR-SA" mitra="" style="font-family:">در نظام جمهوری اسلامی ایران، مدیریت محلی نقشی کلیدی در پیشبرد سیاست‌ها و برنامه‌های توسعه‌ای ایفا می‌کند. با این حال، عدم شفافیت در تعریف صلاحیت‌ها و اختیارات مدیران محلی، چالش‌ها و اختلافات حقوقی متعددی را به وجود آورده است. بدین‌منظور، مطالعه حاضر با روش توصیفی ـ تحلیلی به بررسی قوانین فعلی و مصوبات مرتبط با صلاحیت‌های فرمانداران، بخشداران و دهیاران پرداخته است تا با آسیب‌شناسی در حوزه صلاحیت‌های مقامات مذکور، راهکارهای پیشنهادی مؤثری در جهت بهبود وضعیت ارائه دهد. نتایج پژوهش نشان می‌دهد که چالش‌های مربوط به صلاحیت این مقامات محلی شامل چالش‌های قانونی (تعدد قوانین، تعارضات و ناهماهنگی‌ها، ضعف در تبیین صلاحیت‌ها)، چالش‌های اجرایی (فقدان آموزش و توانمندسازی، عدم تمرکززدایی واقعی)، چالش‌های سیاسی و اجتماعی (فشارهای سیاسی، مشارکت اندک مردم در تصمیم‌گیری‌های محلی) و چالش‌های مالی و منابع (کمبود منابع مالی و مدیریت نادرست منابع) است. رفع این چالش‌ها مستلزم بازنگری در قوانین و مقررات مربوطه، شفاف‌سازی حدود صلاحیت‌ها و اختیارات، تأمین منابع مالی کافی، اعطای استقلال بیشتر در تصمیم‌گیری، تقویت سازوکارهای نظارتی و آموزش مستمر این مقامات می‌باشد. این چالش‌ها هرچند پیچیده و چندوجهی هستند، اما اتخاذ رویکردهای مناسب می‌تواند به سیاست‌گذاران و نهادهای نظارتی کمک کند تا با انجام اصلاحات لازم، کارایی مدیریت محلی را افزایش داده و به تحقق اهداف توسعه ملی یاری رسانند.</span></span></span></span></span><br> &nbsp; <span style="font-size:11.0pt"><span new="" roman="" style="font-family:" times=""><span style="color:black">In the system of the islamic republic of iran , local management plays a crucial role in advancing development policies and programs. However, the lack of transparency in defining the responsibilities and competences of local managers has created numerous legal and administrative challenges. This study, using a descriptive-analytical approach, examines current laws and related regulations regarding the powers of Governors, governors of district, and rural municipals to identify weaknesses and challenges in their competence and propose effective solutions to improve the situation. The results indicate that the challenges in the competence of these local officials include legal challenges (multiple laws, conflicts and inconsistencies, weakness in clarifying powers), executive challenges (lack of training and empowerment, lack of true decentralization), political and social challenges (political pressures, low public participation in local decision-making), and financial and resource challenges (lack of financial resources, improper resource management). Addressing these challenges requires a review of relevant laws and regulations, transparency in defining boundaries of competence and powers, providing sufficient financial resources, granting more independence in decision-making, strengthening oversight mechanisms, and continuous training of these officials.
