Three Models of Supervision in Administrative Law; By Presenting a New Model of Public Supervision

One of the most important measures that must be done properly for the health of any government is to control it in different ways. Although the supervision of the government has always been considered throughout history, it has been more important and has been the focus of more thinkers in some historical periods. All types of surveillance that have taken place throughout history have had their own bases and goals and have been carried out in their own ways, the study of which can be of great benefit to follow the supervision in the present era.
In this article, which is written in an analytical-applied way, at first, three main theories and models in the field of government supervision - the theory of red light, green light and amber light (yellow) - which were developed by two lawyers Known by the names of Carol Harlow and Richard Rawlings has been studied. These theories are classified in this way and cited by other jurists, in terms of the foundations, objectives and methods of supervision. In the end, a new model of supervision has been presented in addition to the mentioned triple supervision models. This model, which is carried out with the focus of the people, has been named as "white light" theory, after the foundations, goals and methods of its implementation have been mentioned.
