processes, particularly in the field of public service delivery, has transformed the manner in which administrative decisions are made and introduced new challenges in administrative law. AI-based administrative decisions, due to their reliance on algorithmic processing, while enhancing the speed, accuracy, and efficiency of public services, may challenge fundamental principles of administrative law, including transparency, accountability, responsibility, the right to defense, and citizens’ right to challenge administrative decisions. This study, employing a descriptive–analytical method and relying on library-based research, examines the legal challenges of AI-based administrative decisions within the Iranian administrative law system. The findings indicate that the main challenges include ambiguity in attributing responsibility arising from algorithmic decisions, the absence of legal requirements for transparency and explainability of decisions, limitations on effective human oversight, and the inadequacy of mechanisms for protecting the rights of individuals affected by AI-based administrative decisions. Accordingly, the article concludes that the legitimate and effective implementation of AI-based administrative decisions requires the development of a specific legal framework within Iranian administrative law through clarifying the concept and nature of such decisions, establishing appropriate legal responsibility, ensuring algorithmic transparency and explainability, strengthening human oversight and review mechanisms, and creating effective procedures for objections and compensation.
