Identifying and analyzing obstacles to citizens' participation in parliamentary Oversight and providing corrective solutions

One of the key indicators of political development is citizen participation in governance and policymaking. Public engagement in parliamentary oversight fosters a favorable oversight structure and enhances the effectiveness of legislative monitoring. However, citizen involvement in this process faces various challenges that hinder the advancement of participatory oversight. Using content analysis, this study aims to provide a comprehensive classification of the barriers to citizen participation in parliamentary oversight. The main question of the current research is: What are the barriers to citizen participation in parliamentary oversight. The findings reveal eleven major barriers categorized into three dimensions: cultural and educational, political and organizational, and legal and regulatory. In the political-organizational dimension, key challenges include restricted access to parliamentary information, lack of digital infrastructure, centralized power, legislators’ resistance to delegating authority, politicization of oversight processes, and insufficient knowledge resources. In the cultural-educational dimension, the lack of a participatory culture, government secrecy, and unawareness of transparency benefits act as deterrents. From a legal-regulatory perspective, the absence of clear oversight mechanisms, ambiguity in the legal status of citizen oversight, and neglect of participatory obligations in Islamic teachings are major issues. These barriers lead to reduced accountability, increased corruption, constraints on civil society, and disruptions in achieving transparent governance and religious democracy. Key solutions proposed in this study include utilizing information technology for crowdsourced parliamentary oversight, forming local citizen groups for issue-specific monitoring, and strengthening the parliamentary ombudsman’s role.
