The phenomenon of corruption in the administrative system is a harmful action to the extent of the collapse of morals, disordering interactions in social institutions and organizations, and hindering development, which requires the design of a model for identification, planning, restoration and a justified way to face it. The new model of risk management in specialized criminology literature is derived from the school of utilitarianism with the cost-benefit component of affairs, following the presentation of plans, explanations of strategies and systematic and effective efforts to reduce and control all types of crime and delinquency in social life. The present study, with the descriptive method and analysis of library data in a qualitative manner, aims to investigate the approach and the effect of effective risk management on the performance of the administrative system and the phenomenon of corruption. The variety of methods in project management to systematically reduce the possibility and impact of corruption in project results is one of the findings of this study. Due to the complexity and multifacetedness of the phenomenon of administrative corruption in a single and functional form that creates many undesirable consequences in the social life, the strategic model of risk management with the application of its attached components and by benefiting from the perspectives of opportunity crime, opportunity control He has managed and made the crime less attractive for the criminals in the stage of transition from power to action and tried to prevent the occurrence of social crimes.
