Challenges Regarding the Jurisdictional Limits of Governors, governors of district, and rural municipals in Iran

| In the system of the islamic republic of iran , local management plays a crucial role in advancing development policies and programs. However, the lack of transparency in defining the responsibilities and competences of local managers has created numerous legal and administrative challenges. This study, using a descriptive-analytical approach, examines current laws and related regulations regarding the powers of Governors, governors of district, and rural municipals to identify weaknesses and challenges in their competence and propose effective solutions to improve the situation. The results indicate that the challenges in the competence of these local officials include legal challenges (multiple laws, conflicts and inconsistencies, weakness in clarifying powers), executive challenges (lack of training and empowerment, lack of true decentralization), political and social challenges (political pressures, low public participation in local decision-making), and financial and resource challenges (lack of financial resources, improper resource management). Addressing these challenges requires a review of relevant laws and regulations, transparency in defining boundaries of competence and powers, providing sufficient financial resources, granting more independence in decision-making, strengthening oversight mechanisms, and continuous training of these officials. Although these challenges are complex and multifaceted, adopting appropriate approaches can assist policymakers and oversight institutions in implementing appropriate reforms to enhance the efficiency of local management and contribute to the realization of national development goals. |
