Bureaucracy's Role in promoting accountability system
(Case Study: general offices in Tehran province)

This study has been conducted to investigate the relationship between the bureaucracy and the accountability of government agencies. The research method in this study, In terms of the purpose is applied, In terms of the nature and methods, descriptive (survey) and In terms of the relationships between variables is a correlation study. Data has been gathered standard questionnaire. To measure the tendency to bureaucracy and the amount of accountability has been used respectively from Dubrin’s questionnaire and Bovens’s questionnaire. Furthermore, the reliability of the data collected has been re-evaluated through Cronbach's alpha coefficient. The statistical population of the research includes the official staff of the general offices in Tehran province that the sample size was calculated on the basis of Cochran's formula of 294 people and selected by stratified sampling method. According to test results of Kolmogorov – Smirnov and Shapiro –Wilk, data obtained from questionnaires have non-normal Distribution, In order to; measure the correlation between variables has been used Spearman’s correlation coefficient. According to Spearman’s test results; there are direct, strong and positive correlation between elements of the bureaucracy (Organizational Hierarchy, rules and regulations, professionalism and meritocracy) and the amount of accountability of staff. |
